ESB 6263, titled AN ACT Relating to the establishment of the Washington vaccine association, has been introduced in the House of Representatives. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected feepayers.

Ten-year projection:

The assessment fee revenue, which is to be determined and collected by the Washington Vaccine Association, will be deposited to the Universal Vaccine Purchase Account.  The fee will be based upon the number of covered lives for whom vaccine must be purchased and the total anticipated nonfederal program cost calculated by the Department of Health. The amount to be raised includes reasonable costs for the association's administration. The health carriers and third-party administrators will deposit the initial start-up funding by 4/30/10, in order to ensure adequacy of state funds to order the vaccines. The amount deposited into the account, from the annual assessments, will not include the association’s administrative costs.

The assessment and the association administrative costs are unknown at this time, so the cash receipts are indeterminate. The Department of Health estimates that the nonfederal program costs for the 2011-13 Biennium range between $93 and $95 million (full universal program).

The bill also creates
a new “registration” of the third-party administrators. The processing of this registration is to be administered by the Department of Licensing. Estimated revenue from this registration license is shown below.
